When you have an accident and you call your Insurance Company, the estimating process begins the collision repair process.

Guessing the cost to repair a car involved in a collision is much like guess work, computers and books help get a more accurate guess, but it still doesn't cover the items you cant see.

Wikipedia defines it as:  Estimation (or estimating) is the process of finding an estimate, or approximation, which is a value that is usable for some purpose even if input data may be incomplete, uncertain, or unstable. The value is nonetheless usable because it is derived from the best information available…

Now that we understand that estimating anything is an educated guess, we now know why Insurance Companies created supplemental charges.

The more experience the shop has, the more accurate the preliminary estimate usually is.  It’s the experience that allows for for previously unknown variables.

Judgment item are usually marked on an estimate with (*), this signifies to the reader that the estimator used his own judgment and not the computer software.

The greatest asset for accurate preliminary estimates was the development of estimating software.
